Rastriya Madhyamik Shiksha Abhiyan

A new Centrally Sponsored Scheme for Universalization of Access to and Improvement of Quality at Secondary Stage called “Rastriya Madhyamik Shikshya Abhiyan (RMSA)” – Implementation in Andhra Pradesh. 

Govt of India has announced launching of “Rastriya Madhyamik Shiksha Abhiyan” (RMSA) on 2nd March,09 for “universalization of access to and improvement of quality of Secondary and Higher Secondary Stage of Education”. Accordingly, Govt. of India has requested the States and Union Territories to submit Perspective as well as Annual Plans for 2009-10 under RMSA scheme. 

Need of the Scheme 
Since universalization of elementary education (Class I-VIII) has become a constitutional mandate, it is absolutely essential to move towards universalization of Secondary Education (Class IX-X) to retain the success of upper primary graduates under Sarva Shiksha Abhiyan which is also a centrally sponsored scheme running in the country. 


Objectives

  • To improve quality education at secondary level.
  • To remove, gender, socio-economic and disability barriers.
  • Universal access to secondary education by 2017.
  • Universal retention by 2020.

Target

  • To improve the enrolment ratio for classes IX-X to 75% by 2011-12 from 52.26% in 2005-06.
  • To provide facilities for additional enrolment through Strengthening of existing schools.
  • Up gradation of upper Pry. School.
  • Appointment of additional teacher.
  • Construction of additional classroom.

Provision Access

  • To provide a secondary school within a reasonable distance of rehabilitation.
  • Upgradation of upper primary schools through construction of classrooms with furniture, laboratories, computer room, headmaster room, Library room, separate toilet for girls and boys, appointment of additional teachers, drinking water, electricity, Disabled friendly environment, library.
  • Strengthening of existing secondary schools through construction of classrooms, laboratories, computer room, headmaster room, Library room, separate toilet for girls and boys, appointment of additional teachers drinking water, electricity, telephone and internet.

Equity

  • Special incentives for girls.
  • Special incentives for students belonging to SC/ST/Minority/ Other weaker section of the society.

Quality

  • In service training of teachers
  • Computer aided learning
  • Co curricular activities
  • Teaching learning aids

Funding pattern

  • 90% central share & 10% state share for North-Eastern States during the 11th Five year plan.

  • All Government/ Local body and Government aided Secondary Schools

Implementation of RMSA: Action taken so far

  • RMSA is registered as a society under the society Registration Act (XXI of 1860).The Registration No. is 5849.
  • A State Mission Authority for RMSA, called as Governing Council, headed by Hon’ble Chief Minister and Hon’ble Minister, School Education, Hon’ble Chief Executive Member, TTAADC & Chief Secretary as Vice Chairpersons with representatives of various Departments including Finance & Planning Departments as member has been constituted. The Principal Secretary, School Education is the Member Secretary of the State Mission.
  • An Executive Committee, headed by the Principal Secretary, School Education has been constituted. The State Mission Director (Director of School Education) is the Member Secretary to the Executive Committee. The Executive Committee will be responsible for the project appraisal.
  • Director, School Education has been declared as State Mission Director of RMSA.
  • Secondary Education Management Information System (SEMIS) supported by Technical Staff is being constituted.
  • DEOs of four Districts have been declared as District Programme Coordinators.
  • District Level Core Group has been constituted to prepare District Level Annual Plan and Perspective Plan.
  • School Management & Development Committee (SMDC) for each High & Higher Secondary Schools has been constituted.
  • Parent Teachers Association (PTA) at school level for each High & Higher Secondary School has been constituted.
  • Status report on Secondary Education is prepared as per prescribed format supplied by NUEPA. The same has been sent to NUEPA.
  • The State Govt. in School Education Department has submitted the Annual Plan:2009-10 to Ministry of Human Resource and Development (MHRD) for RMSA.
  • Preparation of Perspective Plan for RMSA is under process.
